No the apps are not compatible on bb10 devices. PlayBook has different OS then what bb10 devices has

It's really up to the developer. In many cases if you have paid for the app on the playbook you do not have to pay again for the BB10 version.

That's not quite accurate, some apps from PBOS are actually compatible with BB10, I purchased Splashtop, Cut the Rope and E-Mmanuel Bible app both of which appeared in my BBWorld list and downloaded unto my Q10 and worked perfectly well. I have a Passport now and Cut the Rope and E-Mmanuel bible app are available, but splashtop isn't. So I guess some do and some don't.

Splashtop is available for BlackBerry 10 devices.

That's the point. If an app is available on both, once you purchase it, you can also get it without paying in the other device as far as my experience goes.

Most of the apps on the PlayBook should be able to run on BB10.

HOWEVER, Adobe Air is NO LONGER supported on 10.3 OS, which is why some app would not run (which is a shame, but I can understand).

There a few of my apps that I cannot use anymore.
