I doubt you can turn it off completely.
It is very strange to me that the two option lists are different. If I had designed it, both option lists would have been the same and, as you say, would allow none for both of them, or even the same action for both. That would have given the user more choice with virtually no additional overhead, since the functionality is already there.
As I said, I can only turn off the 1st option, but not the second!
I don't know why could we be in a need to that action from the first! It's annoying, and the problem is that we can't turn it off :(

Yes. It's annoying as hell. I would love the option to disable instant actions for everything in the hub.
