4:3 should give you the most megapixels. Same with all cameras. You could take the same picture using all three ratios and check the file size of each or even use a pc to find the megapixels.
For an 8MP shooter, (example)
16:9 ratio takes photos in 6MP.
4:3 ratio takes them in 8MP.
I believe 1:1 also takes them in 8MP.
Also if you want picture quality to be great along with resolution, try taking photos using HDR is a setting with a good amount of lighting. Good lighting also makes photos sharper.

I think you are referring to a different phone than the passport. It has a 13mp shooter

It's the same concept. It maximises the amount of pixels in a 4:3 or 1:1 ratio. That's why if you hold your phone still and swap between 16:9 and 4:3, you'll notice a slight zoom with 16:9, and you'll be able to capture more in the photo using 4:3.
Whilst the good lighting applies for pretty much any camera.
