I think the whole point of an emergency alert is so it is different and gets your attention.
No, the Emergency alert notification only works while the "Normal" profile is selected, but I have created a custom profile that only notifies when receiving phone calls and text messages. I receive no audible emergency alert notification while the custom profile is selected.
