several 3rd party apps will do it best.... I know Power Tools has this option.
Other wise you can create a "contact" for these numbers and change the notifications... but the call still shows up.
Download the app true caller and the app has option to block the number

App called Blockit. Best one I've had. Can pick which number known or u known you want to block. And also blocks texts of you wish.
