Agree with conite. The first thing to do is make sure the feature has been activated by your carrier. That said, I just had it added to my plan, and it took some doing to get it going. After I configured hotspot with a password using the correct encryption, it still kept giving an error message that hotspot is temporarily not available and to try again later. When I googled this, I learned that restarting the phone would make hotspot start working. After I did that, hotspot started working and now always works. Additionally, using hotspot automatically turns off your wifi so that you're on the carrier's network; it won't work with wifi on.
