Restart the phone again. I don't know why the error happens but it does and I had to restart the phone twice before it went away.

It could be an Android app taking control and not releasing its' "hold" on the camera system.

This issue has been dramatic with 10.3 leaks. If you can, load 10.3.1.632 on your phone. It is amazing

PassportSQW100-1/10.3.1.632 and a Z30

My PlayBook still does that.
