Hmm, when I was running 10.3.1 on my Passport, it worked fine. I am now on 10.3.2 and can't go back, so I can't test.
I had used Sachesi to update if I remember right. I might have used an Autoloader when I first got it with 10.3.0 though.
Clear learnt words in language and input. Let the device learn your usages again. It takes not more than a day to resume.

Mine works fine on 10.3.1 and now 10.3.2.
And I've got hundreds of words substitution.
Among them BBM�, BlackBerry�, Twitter�...
