Which device and OS are you currently using?
mine is Q10 running 10.3.2
via SQN100-3
If you are using OS 10.3.2.2876 you may have the android runtime error.
Use the following link to install the BlackBerry android runtime patch.

The direct link is listed at the bottom of the bulletin. Do not open after install...simply reboot device.
My is OS10 is 10.3.2.2836. Still not working. Keeps saying "UNABLE TO INSTALL APP"
2836. Is the OS version of the 2876 software release....same thing.
Have you tried to install the BlackBerry android runtime fix in the link provided in the post above yours?
If you haven't do so and then reboot your device .

Are you using Cobalts files and instructions to access play store?
Delete all versions of play store currently on your device and go to the following link.

Read the first page carefully and follow the instructions precisely.
This is the page from where I downloaded all the files I currently have installed. I followed all the instructions down to every detail.
I first installed the Google account manager provided and I signed in with my account.
I then installed blackberry Google ID and registered my device.
Those first two steps worked perfectly. The third step was to install Google play which did not work. It keeps saying "UNABLE TO INSTALL APP"
I found the solution. I did a factory reset on my phone and repeated the process and now it finally works.
Start from scratch again. The process is fairly simple so you may just be missing one small step.
Delete all of the Cobalt files you have installed and make sure there aren't any remnants in your Downloads folder on your device.
If you are on OS 2876/2836 make sure you have the BlackBerry ART fix installed from BBW.
Reboot device and download Google account manager, BlackBerry Google id and Google play Services again.
Install Cobalt's Google Play store.
Enable each app as directed by Cobalt and go through the Google registration process. If Play Services is installed the icon will be shown as Google Settings.
Reboot device again for good measure.
