I have Etisalat (UAE) Global Data Package for Blackberry devices. The data package however is limited to Blackberry devices using the Blackberry Network (the Blackberry Logo appears next to the signal meter on the screen). I just tried the Priv, but the device has no registration on Blackberry Network function, and thus operates like any other Android device. Is this the case or am I missing something?

You are correct. The PRIV doesn't run on the Global Data Package for Blackberry devices.

I hate to say it, but that is one of the main reasons why I stuck with Blackberry all these years - cheap data packages while I travel!!
