OS 10 is not nice anymore, we need to have the full access to android apps, it would be a good step to switch our OS to android since I like my device but I need a new OS like android

    Uh ... buy a PRIV.

If you're talking about wanting BB to make a version of Android that could be placed onto an existing BB10 phone, that's been discussed to death on these forums and the consensus is that there would be no money in it for BB, so why would they do that.

The amount of money required to do such a thing just would NOT make sense.

For older devices, no, I don't see that happening. What would they really have to gain? It would be legwork for BB and because you're talking about older devices that are already owned, it wouldn't really drive in new sales for these phones. That's why they're moving forward with the PRIV and going in that direction on the new devices.
