    I don't know how to fix this. I've been doing some research how I could fix this. I entered wrong pin/password to unlock a network 10 times. I didn't know that it would blocked my mobile network if that happens.

    Any idea how to fix this? And how much it would cost if it is not for free?

    Call your carrier. Only they can issue you a PUK code.
