Why BlackBerry does not ask for BlackBerry identify password while changing the sim.

This looks like insecure devise, if I lost the phone some one can have easy access to devise if he know my devise password. I think BlackBerry I'd should be linked if the sim is changed like it was in bb7 device.

If I am missing something please let me know

Why would a thief know your device password? Plus, even after changing SIMs, the first thing that's asked for is the device password, what would this additional proposed layer of security do, how does it make the phone more secure?
