    In the hub settings menu there is cell broadcast. What is the function of this?

    It is part of the Commercial Mobile Alert System. This is a system that allows alerts generated be received by your phone such as Weather, Amber Alerts, etc.

    Cell broadcasts are just text messages sent by your carrier and are intended to convey local information to where you are. Could be for example traffic info, weather warnings etc. You probably don't need to enable it, your provider may not send any anyway.
