T-Mobile but you might want to check their coverage.

Depends where in Iowa. Some of the 2nd and 3rd tier carriers are cheap, butr may have poor reception outside of the major metropolitan areas. Cricket, Boost, Virgin, something from Walmart... all super cheap, but really lousy reception. Tmo and Sprint are better, but again, not too great in smaller area or indoors. Your best would be Verizon and then AT&T, but pretty damned expensive.

But for real, agree for combo of price and service, T-Mobile but check the coverage map first.

According to Open Signal, Verizon is the best carrier in Iowa City, IA. Yikes. They are expensive AND he's definitely going to need to buy a new phone for their network.

MVNOs might be an option, though. And Sprint is apparently the second best.
