No it does not slow down the phone... in fact the performance is quite a bit better. Obviously, your mileage may vary.

Think of this: Why would BlackBerry release 10.3 or 10.3.1 for first generation BlackBerry 10 devices like the Z10 if it will just affect its performance and cripple the device? That's just counter-intuitive of what Software Updates are made for.
