I'd like to be able to use this phone while it's sitting on a desk but the touch on the touchscreen only works if the phone is held in the hand. Taps and gestures don't work if the device is just sitting on the desk. Only work occasionally if it's in a case.

Sounds more like your device is broken.
What do you mean it doesn't work when it's laying on your desk? Are you touching the screen at all?
