If your running an older BlackBerry 7 or earlier, you'll need a data plan. If your rocking BlackBerry 10 all you need is a BlackBerry iD and a access point.

I have an old BB Curve 8520 with an old plan that includes "unlimited BBM" (4 year old phone plan).
I have never had a data plan and enjoy full BBM with no problems. And my bill has been about $30- $35
However, I cannot update to a newer phone like a BB10 because it requires a data plan to use BBM - and comes with a hefty bill.

Well...it actually depends on your carrier. On legacy BBOS (BB7 or earlier, which is you currently subscribed) you're on BIS through your carrier. On BB10 OS/devices, you don't need to subscribe to BIS, just pay for a data plan from your carrier. AFAIK, if you're able on WiFi all the time, you don't even need a Data Plan from your carrier.
I pay for about $23/month for 8GB unlimited data plan + 200 minutes voice + 200 text message.
