I even tried contacting my service provider but they told me that its not their area. Every time i download apps it kept on saying "Your system administrator has prevented installation of this application. Contact your system administrator for details." What to do??

Either it's a corporate phone, or previously was. Remove IT policy if purchased used, contact IT department if phone is provided to you.

I hope you have a backup from before this phone. Open Desktop Manager, connect phone, chose restore to factory, then put the old backup back on if you need it. That will wipe all personal content currently on it, and the IT policy.
