My bluetooth and wifi are both turned off on blackberry z`10 and these processes along with others are using battery and system resources when turned off - why is this? Can these processes be killed?
    Thanks

No. Though, you might consider power saving mode if it's that problematic for you.

I'm also noticing this on a family member's Z10. Their Bluetooth is always disabled—and phone kept in power saving mode—yet despite this Bluetooth still accounts for ~5% of the battery utilization in the last 48 hours according to the device monitor.

The odd thing also is the device monitor reports on the main Battery tab list overview that BT has consumed '0.01%' which conflicts with the utilization report graphs and stats listed on the dedicated Bluetooth overview page when clicked.

I have no such problem with my Passport, where Bluetooth is off and the device monitor confirms that it has consumed no battery.
