    There are apps that allow you to block phone numbers (Power Tools has that as one of it's MANY features).

    I had a few contact once where I just change them to no ring, led or vibrate. But that isn't the same as blocking.

    One way to ignore unwanted contacts is to set the Ring Tone and Notifications to Off.

    That's not what this guy wants. He does not want a number to even be allowed to call or message him.

    Some carriers give that ability.

    Precisely. Verizon in US gives 5 numbers you can block over a 6 month period (hopefully long enough for an ex to give up)
