recently i bought blackberry bold 9900 , when i try to open bbm this message come "this application has been disabled by your wireless service provider",
when i insert sim in another cell so it is working properly,

so please help me.

When you insert the sim in another phone is it another blackberry phone, if so which one? You need to have BIS running to use the BBM on the 9900. Does your provider give you an option to use that?
