my blackberry 10 classic recently stopped working and showed the error message bb10-0015 and suggested methods to fix this is to reload the os using a pc and blackberry link but the loading always fails as the phone keeps restarting soon as the uploading of os starts how can I address this?

Hold down the ON/OFF Button for as long as it takes (5-15 seconds) for the red light to come on. Something you installed my not have completed.
Whenever upgrading, downloading or updating you should always reboot your device. A reboot is often required to complete the installation.
You should reboot your device once a day regardless.

Also, before reloading the OS, Make sure to close BB Link.

I have tried the autoloader z10_10.3.03.2205 STL 100-4 n it ran completely but the phone still displays bb10-0015

You ran the wrong autoloader. Pick one for a Classic. that Error means there is no OS pretty much. Classic is SQC 100-? not STL.
