Hi, I gave my Passport SE to my Dad and now I'm thinking of getting a Z30 off Amazon. My question is - given that Z30 were made in 2013, would a brand new Z30 purchased now in Dec 2015 have a battery with diminished capacity? Thanks in advance.

You will probably be ok for a couple of years. Cell phone batteries average 3 to 5 years of useful performance.
Batteries last longer if only partially charged during long term storage so that may work to your benefit.
The opposite is true however when the device is operational. Best to regularly charge device to capacity and remove from charge when full. Apparently a phone battery can't be overcharged due to intrinsic circuitry but the constant heat exposure when plugged in may degrade the battery over time.

Probably so minimal that it isn't noticeable. Battery degradation is most of the time, attributed to heat. Since a brand new phone will be very unlikely exposed to heat, it's going to be fine.

I may need correction on this but BlackBerry have stopped production on the Z30. So the device you receive MAY be a old one. If the battery is kept cold and hasn't been used yet, the capacity that has been lost will be minimal. Maybe 50 mAh after a year?

So yeah, don't worry too much about the battery.
