I could on my windows phone, but can't figure out if I can not on bb10.

You can't. You can only save assets those apps may use. eg: music files for a music app etc.
Can you save movies on the SD to watch while travelling on plane?

Yes you can
Just save them on your sd card from the download or just transfer it from a pc to your sd card
