BlackBerry will not be updating the Runtime to anything higher than the current 4.3.
Nor can it be done by a 3rd party, as you would not be able to load it onto the device.
The Android Runtime isn't going to be updated beyond its current 4.3. BB gave up the right to run non-certified versions of Android (which the BB10 ART is) when they licensed Google Services and Google Play for the Priv and potential future Android-based phones.
This has already been officially announced in the "BB is still committed to supporting BB10" press release. That support is essentially limited to the 2 announced security releases, one of which is due this month.
I guess that answers that. Thanks Ya was just wondering since BlackBerry is not going to it date the runtime. And with it being open source of any other 3rd party dev took a Crack at it. But sounds like no.

Translation: Google insists on spying on android users. To achieve that end, it restricts Google Services and Google Play to "certified" versions of Android. BlackBerry has agreed to let Google spy on Priv users.
Except none of that is true. Users have complete control of their data, and can disable the sharing of that data with Google if they wish. Granted, they lose access to a lot of Google services if they do that, making their smartphone less useful and easy to use, but nevertheless, the control is totally in the hands of the users.
Google controlling Google Services and the Play Store is all about preventing competitors from using Android (which Google has spent billions of dollars to develop) to compete directly against Google.
