Check your model Q10 against this list:
    Q10 Models and Supported Frequencies
then check to see what frequencies and bands your cell carrier supports.
If you carrier has 4G on a frequency your Q10 model doesn't have, then you wont get 4G.
If your carrier does use the frequency, then you may be in an area not covered by those cell towers.

4G in Uganda is offered by MTN, Orange and Smile. Which one is yours?

Edit: also, you could request the moderators to modify your thread title to something more elaborate so users from Uganda may help you pinpoint the reason. Something like 'No 4G, Uganda (Carrier name)'

Your carrier might also require a new "4G Sim card" in order for you to have access to it.
