I have my z3 updated to 10.3.1 but still cant update to 10.3.2 yet. Do you guys know why? Or is the os still on developing?

Your English is fine. 10.3.2 is generally being rolled out in the USA (and Canada?) now. In the USA there's a security mandate that all phones have to meet and 10.3.2 has it. I'm only guessing you should be getting it soon. If your phone is branded to a carrier (locked or unlocked) then you will get it when your carrier pushes it.

Well im not really sure.... is 10.3.2 buggy? Ive seen the complain thread that 10.3.2 is really buggy, like performance drop, error notification, or something like that :|

Working fine for me, but it's not official, just Beta release.
