    Did they ever build a BB10 app? Wikipedia says they built an app for BlackBerry in 2012, prior to BB10 release.

    And BB10 had no API to expose incoming caller tel # to 3rd-party apps until long after that - probably some time in late 2014.

    Might have been 10.3 actually, they did add some more in the later releases

    And of course the other problem with any sort of "blocker" working in this bolt-on sort of way is, by the time they have any data about the incoming call, it's already been "ringing" for a while, even if there is no actual tone being sounded at that point. (Eg in the USA, CNID info is passed between the 1st and 2nd rings.)

    So you need to handle whatever you decide to do quickly, or the caller will possibly give up before you decide whether they are "friend or foe".

    Which is why a lot of the VoIP, PBX call-handling and "trapcall" tricks used to screen calls don't actually attempt to do what they do during the "real" ringing period, they actually pickup the call and then generate "fake ringing tones" to try to keep the caller on the line while they decide what to do with the call.
