No i jailbroke my phone and im able to download apps from app store and from cyndia.

Exactly it doesn't block you from doing so. I do it all day long without any issues.

So if I buy an unlocked and jailbroken iphone 3G and use my BIS internet for blackberry from Tmobile (because I already have this plan and want to sim swap from bb to iphone), I will be able to get 2G speeds on the iphone? How about the push email?

I didn't have any luck with my BIS plan on the iPhone, others reported they got it working so you can try but you may have to switch to the total Internet plan.
