Question IPhone & the Philippines

My sister-in-law is wanting an IPhone but she lives in Manila. If I purchase an IPhone here in the States will it work in the Philippines?

I don't want to send her something that is going to be a lot of hassle to get working or work but not have access to all the features.

Thanks in advance.
