How would one begin developing for blackberry and what do you have to know to develop and app?

RIM puts all the relevant info on this page:

Basically, you have two choices...
1) Java, using the real BlackBerry API (this is what I use)
2) WebWorks, which is kinda HTML/CSS/JS packaged like an app

It also helps if you're an actual programmer. Despite popular opinion, any useful "mobile app" is still an actual piece of software requiring actual software design/engineering skills to create.
