Default Question to BB app developer who create apps targeted to BB Prepaid Market

I am having a tough time understanding this. In BB emerging market where there are plans for BB PrePaid or Post Paid, in the Pre Paid plan, there are three separate plans, Unlimited, Social and Business. Social is a plan where all the social apps (Facebook, Twitter, 4square, etc) and BBM can work unlimited. Business is a plan which only BBM and email services are active (therefore if you launch Facebook, Twitter, MSN, etc), it will response with a pop up that say the app can't be launched due to the plan that limits data connection for these social apps. Of course, there are the Unlimited which cover everything like we see in the US or Canada market.

My question is the following. Is there a flag in the API that enable/disable this functionality? In other words, if I want to create an app where the app can launch and data connection can established in both Social and Business plan, what should I do? Is it possible to develop an app that can fully functional in both these plans?
