Default Permissions getting cached

Hi,

I have observed below behavior on my device,

If i delete my application and try to install same application again then it takes the last permissions set (Deleted application permission). So it never asks for permission during second install as it cache it's earlier permissions set.

This looks like BB OS behaviour.
But i'm not able to find any documentation on the same.
any pointers on this will be great help.

Device -9000
O.S - 4.6

Found one of post saying,

"While installing again the permissions prompts will not be shown until the app's binary is modified."
Where this information is stored?

I would really like to know as well.

How do I completely delete an app and everything related to it? Whenever I reinstall an app, it reinstalls with the same settings, and its placed in the same position.
