Default Blackberry IDE App

Is there an IDE you can install on your blackberry and fully test programs and compile and whatnot?

Nothing of the sort currently exists. The big problem with that is the lack of a JDK (or whatever compiler is required for your intended language) for BlackBerry OS. A syntax parsing text-processor wouldn't be any more difficult to write for BB than it would for other environments but there would be no way to "run" code on the phone without sending it to a PC for compiling.
