API access to voice calls, to make a fax app?

Basically I'm wondering if an application is capable of accessing audio from a voice call, or sending audio to the call?

If that is possible, then theoretically could someone write an application for BBs that is capable of sending and receiving faxes?

I think that you can send a image from network, it will be more convenient than fax, isn't it?

Maybe, but then you have to have a middleman service to accept/send the fax.
