7290 Alert.startAudio() volume very quiet

I wish to use the Alert.startAudio() as an out put control from the BB

i.e.
Alert.setVolume (100);
short[] fire = {1400, 400, 1000, 400, 1400, 400, 1000, 400};
try { Alert.startAudio(fire, 100); }
catch (Exception e) { }

But on the BB it is at a very low volume, any ideas how to increase it?
