Phone on vibrate but Market notifications still sound

My daughter has a Droid 2 which is not rooted. Even when her phone is on vibrate, Market update notifications are still sounding. This is an issue in school! Is there a way to fix this? I cannot find any information on this exact issue.

The volume rocker isn't helping? Usually, you can turn off sounds by putting the volume all the way to silent
