Try this. Download the apk from:
Game: Scramble With Friends 4.9 APK

Then upload it to:
PlayBook .apk to .bar converter

This will create your own bar that can be sideloaded to the playbook.

I haven't tested the bar yet, but this has always worked for me in the past. My biggest obstacle was getting the apk.
